A: This sounds to me more likely to be a problem with the render rather than the painting. No paint finish will be able to hold together a render layer that is disintegrating below it.
The fact that the builders were applying a render coat in frosty conditions should have been a major warning sign, and that they then apparently patched up the frost damage not once, but twice, and carried on regardless is another. It’s also possible that the render was mixed on site, and might not have had enough cement in it, or might even have been made with soft sand (normally used for bricklaying mortar) rather than the correct washed sharp sand.
It appears that you bought this new-build house from a developer, and unfortunately therefore you have no consumer rights, as new-build properties are not covered by the Sale of Goods Act. I can only suggest that you try to make a claim under the NHBC Buildmark warranty (if you have one), although after five years you will probably find it difficult to get any redress.
Regular readers will know that I advise against buying new developer-built houses for exactly this kind of reason. You have more consumer rights if you buy a can of baked beans than if you buy a new house from a British building developer.

You say you have had a new en-suite bathroom fitted, but the plumber or company that did the fitting did not think to explain to you that the new bathroom would be 21 metres away from your hot-water cylinder, and that you would therefore waste a lot of water waiting for the taps to run warm? Apart from anything else, this is contrary to the latest requirements of the Building Regulations.
Then you say you have been given a quote to fit a Quooker system, which is an electric heater designed to deliver on-tap boiling water to a kitchen, in place of an electric kettle. A Quooker in an en-suite bathroom would be lethal.
It sounds to me that you have been very badly advised – and possibly defrauded – by whoever installed this en-suite bathroom for you.
I suggest you engage a suitably qualified heating engineer to advise on how to rescue the situation. You might also consider consulting a solicitor with a view to recovering some of your costs from the bathroom installer. As for the person who gave you an estimate for fitting a Quooker in a bathroom… words fail me!
